Abuse of animals?....?

Why do governments allow abuse of animals? And enclosing bears in cages and taking their bile with much pain to them?. What sort of people are we to allow this to happen? It makes me sick inside. To me, an animal is like a child, trusting and vulnerable. What can I do to stop this? Please advise me. Thankyou. And, I do not eat meat.
