Indica with low rpm on purchase ?

I bought an Indica DLS V2 last month and it gave very low engine power(usually indica is with low power - but this is with abnormally low) I drove 650 kms before its first service. During my drive the engine stopped at traffics esp in high roads. When I gave for first service they said it is due to low rpm and they'll increase it. Is there any problem for the engine to run with low rpm before 1st service (is it strenuous for the engine ?) will it do any harm ?
