Who was behind the false statement about Barack Obama saying he talked about NAFTA to Canada and lied?

A big false statement was made to discredit Barack Obama about him making a statement concerning NAFTA to Canada, which made him out to be a liar, only to have Canada make a formal statement and apologize to Obama and say, what was said, was completely false and made out to be something, other than what it was! In other words Barack Obama never made any statement concerning NAFTA, other than what he has expressed on the campaign trail throughout America to the American people! Who was behind this false statement and why was it done now to unfairly attempt to discredit him? Who is bearing false witness against Barack Obama and why? Is racism once again rearing its ugly face in American politic's to slander the good name of an honest individual who happens to be a minority?
